Ich habe das testweise mal mit dem neuen CKEditor 4.13.1 getestet und auch dort besteht das Problem.
Ich habe deshalb ein Ticket bei CKEditor.com eröffnet: ​"Source" code button not clickable in Internet Explorer 11 #3746

Das Problem muss woanders zu suchen sein. In der CKEditor Demo funktioniert es problemlos mit dem Micorosft Internet Explorer 8 und Microsoft Edge, siehe: ​"Source" code button not clickable in Internet Explorer 11 #3746
